iHow it is calculated
Three mandatory deductions are taken from the gross salary, in order: first the social contributions (CAS, CASS), then income tax on what remains, after subtracting the personal deduction (if it applies):
net = gross − CAS(25%) − CASS(10%) − Tax(10% × [gross − CAS − CASS − deduction])
For a gross salary of 8,000 RON (above the deduction ceiling): CAS = 2,000, CASS = 800, taxable base 5,200 RON, tax 520 RON, so net 4,680 RON. The total employer cost (CAM 2.25%) is 8,180 RON. For lower salaries (under ~6,050 RON) the personal deduction is added, raising the net.

What is the total employer cost?
It is the total amount an employer spends on an employee: the gross salary plus the work insurance contribution (CAM) of 2.25%, paid on top by the employer.
How is the total employer cost calculated?
Multiply the gross salary by 1.0225 (adding CAM 2.25%). For example, a gross of 8,000 RON means a total cost of 8,000 × 1.0225 = 8,180 RON.
What is CAM?
CAM (work insurance contribution) is a 2.25% contribution on the gross salary, paid entirely by the employer on top of the gross. It covers risks such as unemployment and work accidents.
Why is the cost higher than the gross salary?
Because the employer pays CAM of 2.25% on top of the gross. The employee contributions (CAS, CASS) and income tax are withheld from the gross, but CAM is added to it.
How much does a minimum-wage employee cost?
At the gross minimum wage of 4,325 RON, the total employer cost is about 4,422 RON per month, including CAM of 2.25%.
What is the difference between gross, net and cost?
Net is what the employee takes home, gross is the contract salary (from which contributions and tax are withheld), and cost is the gross plus CAM — the largest of the three.
