iHow it is calculated
Three mandatory deductions are taken from the gross salary, in order: first the social contributions (CAS, CASS), then income tax on what remains, after subtracting the personal deduction (if it applies):
net = gross − CAS(25%) − CASS(10%) − Tax(10% × [gross − CAS − CASS − deduction])
For a gross salary of 8,000 RON (above the deduction ceiling): CAS = 2,000, CASS = 800, taxable base 5,200 RON, tax 520 RON, so net 4,680 RON. The total employer cost (CAM 2.25%) is 8,180 RON. For lower salaries (under ~6,050 RON) the personal deduction is added, raising the net.

Why do I need the gross salary?
The gross salary appears in the employment contract and is the base for contributions. If you negotiate take-home pay, you need the gross for the contract and the total employer cost.

Does the personal deduction change the required gross?
Yes. For low salaries (under the minimum wage + 2,000 RON) the deduction lowers the tax, so the same net needs a slightly smaller gross. For high salaries the deduction does not apply and the ratio stays constant.
Does the contract gross include meal vouchers?
No. Meal vouchers are a separate benefit and are not part of the contract gross salary. They are added to the card and taxed separately (CASS and income tax, but not CAS).
Should I negotiate in gross or in net?
The contract states the gross, but many people negotiate take-home (net). Decide the net you want, compute the matching gross, and put that gross in the contract so your take-home is guaranteed.
What is the minimum gross salary in 2026?
The guaranteed minimum gross is 4,050 RON from January to June 2026 and 4,325 RON from 1 July 2026. No full-time gross salary can be lower.
